Many better antidotes exist to rising traffic fatalities than increased enforcement and personal responsibility. Roads can be designed to improve safety, cars can be tested for pedestrian safety, new cars, especially those with autonomous tech can be limited to certain speeds by gps data or outright limited, seatbelts could be made smarter to make it more difficult to drive without, phones and cars could interact more to block their use by drivers, and so much more. Throwing our hands up in the air and saying nothing can ever be done to make things better is a huge reason why the world is such a mess right now.
