Jack, I think you're spot on about EVs being for the rich and/or city dwellers. Living in an urban area, I see more than enough EVs on the road. I also see lots of old ICE vehicles with 30 day tags. When not being driven, those temp-tag ICE vehicles are often parked on the street in front of abodes with no garage (and thus nowhere to charge an EV), and very often they look like they'll expire before their tags do. Even so, those old ICE vehicles serve their purpose: providing inexpensive transportation (and a degree of freedom) for those who can't presently afford a newer ICE vehicle, much less an EV. 20 years from now, will we see old EVs with 30 days tags in urban neighborhoods? I think not. 20 years from now, will people who are struggling financially have fewer options for inexpensive transportation? I think so. BTW, the late Brock Yates and the thankfully-still-with-us Peter Egan were my two favorite automotive writers (I'm glad Mr. Egan still occasionally puts pen to paper/fingers to keys). In 1992 I bought a 1980 VW Rabbit Convertible that had received the full Callaway treatment when brand new. In addition to the turbo, it had Bilsteins, sway bars, Recaros, Momo wheel, 13"(!!) BBS wheels, Euro headlights, front air dam, and more. I autocrossed it and did track days at Mid-Ohio, where it surprised a lot of "faster" cars. It was a hoot to drive, especially when you turned up the adjustable boost knob tucked away in the glove box. The sub-3000 rpm boost lag and torque steer added to the fun. After a few decades of club racing, track days and HPDE instructing, I hung up my racing helmet a few years ago and picked up a 2014 Ural. I can honestly say it is my favorite vehicle I've ever owned. It's slow, quirky and unrefined, yet every ride is like being in a parade. I've never owned a vehicle that elicits so much excitement from people as I slowly ride by; it's always a steady stream of thumbs ups, waves, horn honks, huge smiles and shoutouts. I've given rides to over 100 people, most of them strangers who simply wander over with wide-open eyes when I'm parked at a coffee shop or store; they start asking questions and eventually ask if they can have a ride.
