I have seen something about the guy with the Figaros somewhere before. Good place to know about if you have been frustrated looking for a JDM of some sort  --seems like they might be able to get it for you.

The Figaro has a gas engine with a turbo, not a turbo diesel.

Maybe not enough there to formally accuse him of anything, but the issues discussed certainly raise ethics questions.

I am sure this was filmed prior to that Bring a Trailer deal, but the "oddities" do shine a bad light on Duncan for sure although I don't think they are technically illegal... just not admirable.
